Sixth area of intervention : reinforcing european cooperation Version française

The demographic challenge is a challenge for Europe and, as such, has been highlighted by the European Commission in terms of employment and also in terms of the way in which the elderly are looked after in their homes. CECODHAS, the European Liaison Committee for Social Housing, is very much engaged in these reflections. It would be worthwhile considering exchanges between countries and the establishment of a framework proposed on the basis of the “open method of coordination.”

Proposal n° 26 : Support the proposal of the European Commission to promote 2012 as the European year of active aging and solidarity between the generations.

Consultation is currently underway.

Proposal n° 27 : Organise the exchanges of good practices around a trans-sectoral group, notably with a view to the development of the notion of “design for all”, which is a factor of innovation at the service of consumers and at the service of the competitiveness of SMEs, according to the European Commission’s working document published in 7 April 2009.

A certain number of European institutions have already expressed their interest in this work and in carrying out this mission, including CECODHAS, the European Association of Elected Representatives from Mountain Regions, the EBC (European Builders Confederation – notably small companies). By encouraging them to continue their exchanges within a group, then it will be possible to work in a flexible and informal way on several aspects of this subject (adaptation, prevention of energy insecurity…). This proposal should be considered in conjunction with proposal n°15.

Proposal n° 28 : Organise a “standing forum” around a trans-sectoral group on the demographic challenge in Europe in order to ensure that greater consideration is given to the specific issue of ageing within the framework of the open method of coordination regarding social inclusion.
Proposal n° 29 : Suggest the creation of a European housing performance index in terms of the measures and actions undertaken to accompany the ageing process (accessibility, community-based services, risks…). This would become an indicator of European polices based on an approach inspired by the World Health Organisation’s human development index.

This measure would provide a response to the objective set by the Council of Ministers for Social Affairs in spring 2009: equal opportunities in order to be able to grow old in dignity.
